In the towns and communities of Lower Austria in order to increase the energy efficiency an energy concept has to be created. In the municipality Berndorf no energy concept has been written yet. How to develop an energy concept is explained within this thesis. Furthermore, problems that may occur in the creation of the energy concept are discussed. As a first step for the energy concept the energy consumption of the management of the municipality Berndorf is summarised. Likewise, the energy saving potential of Berndorfs administration is specified. In all energy saving actions rebound effects, which mean the reduction of the savings, can occur. The risk of rebound effects is shown and examples for the risk of rebound effects in the municipality Berndorf are given. For a better understanding, the municipality Berndorf and their management are briefly described. Also the legal situation for energy efficiency in Lower Austria is presented.
